Winterbloom: Thieves' Quarter is a town sub-area of the town of Winterbloom in Octopath Traveler II, home to all manner of pickpockets and thugs.

During her Chapter 2: Father's Route, Throné visits Winterbloom to meet with Father. At the tavern, she defeats three lecherous thugs, then meets Father, who set the thugs upon her to test her skills. Throné devises a plan to kill Father while he is distracted during the upcoming mission, which sees her and Father infiltrating the Snowhares' Den to kill off the rival gang's leader, Bergomi.
After defeating Bergomi, Throné is ambushed by Father, who discerned her plan from the beginning. He leaves Throné wounded in the Snowhares' Den, from which she departs in search of a second attempt on his life.

- According to Throné, the Blacksnakes have a stronghold in the Thieves' Quarter. The biographies of two thieves in this area refer to them having half-siblings in similar trades, which likely confirms their shared family ties in the organization.
- At night, a bandit from Hinoeuma can be found standing outside the tavern. He was once a warrior under the king's command, and detests cowardice.
- According to the biography of an Alluring Woman in the tavern, thieves originally started gathering in the Thieves' Quarter over thirty years ago.
