Despite his young age, Will has a stubborn streak and is determined to achieve his goals. When Partitio discovers Will, the young boy is being badgered by a tax collector named Thurston, who demands that Will pay additional money to the Roque Company. Will refuses to give up the little money that he has, and Thurston threatens to break his knees. Fortunately, Partitio's timely intervention drives the tax collector away.
Later, Will and Partitio meet again near the entrance to Clockbank while Will is shining the townspeople's shoes. Partitio accepts Will's services, and asks the boy what he wants to be when he grows up. Will reveals his desire to travel the world, leaving the city in which he has dwelt his whole life. Before leaving Clockbank, Partitio promises Will that he'll make a world where people can work the jobs they want.
After Partitio has won the rights to the steam engine and formed Partitio & Roque, he returns to Clockbank for one more shoe shine, at which point he introduces Will to the concept of locomotives. He invites Will to accept a job on the railroad, allowing him to see the world.
