Scaredy Sheep is a side story in Octopath Traveler. The tale begins by speaking to the Carefree Shepherd in Western Wispermill Flats right outside the entrance to Wispermill.

Travel to the Forest of Purgation. Navigate to the northeast corner of the forest. Upon reaching the clearing, Mánagarmr will attack.
