The Master of All is the final story of the Master of... paths in Octopath Traveler: Champions of the Continent and Octopath Traveler 0 in the Retribution Arc, themed around "Wealth, Power, and Fame", and is accessible to the Chosen One only after beating the first three paths. In it, after besting the titular Champions and taking their rings, a knight of the Church of Flamesgrace approaches the Chosen One in sealing away the rings. However, the rings are stolen in by a thief under the order of the "True Sovereign", leading the Chosen One to Edoras, where they must face off against the greatest threat to the continent yet.

- Futsuzawa wrote the Master of All arc before working on Master of Wealth and Fame. Initially, Suzuki had the scenario written with the idea that the Master of All arc would serve as the Master of Power, so Master of Wealth and Fame would likewise span eight chapters. However, the scenario for Master of All proved to be incredibly long when finished, and it would have taken too much time to create all of the main stories at this size. Above all, the development team was concerned that smartphone-game users might find it difficult to accept a such an initially excessive volume.[1]
- Master of All's image of a merciless world where even the important characters can lose their lives set the tone for the game as a whole. The arc's broad scope between cities and countries also places it on a continental scale, embodying the title Champions of the Continent. Since the first draft of Master of All was completed first, Suzuki consulted with Futsuzawa after all the events were finished and added a lot of details to raise excitement around the final battle. The changes in background music were carefully crafted so that the player's emotions would overlap with the scenario's presentation, heightening the final battle's impact. Since the battle team and the event team worked together to create this finale, it can be considered a culmination of their efforts.[2]
