- The Elderly Woman on the left side of this area is a self-appointed leader of the downtrodden in Riverford; she looks after the poor, persecuted, and unfortunate. For her kindness and wisdom, she is widely respected, and even the soldiers will acquiesce to her demands. She also happens to be quite strong and boasts the skill Tenebrae Operire.
- According to his biography, the soldier guarding one of the houses is a ruthless man willing to do whatever it takes to seize riches and glory. He is implied to have helped Werner rise to power by betraying the former lord: "He did not hesitate to betray his former lord the moment the man's grip on power weakened, and he has also accumulated a wealth of knowledge on his fellow guards and manor servants, that he might pressure them into doing his bidding."
- The Kindly Neighbor reacts with exceptional warmth to Guide: "Sister...! Care to rest your weary feet at my place for a while?"
- The Townsperson guarding a house lives with his sister and is obsessively protective of her, to the point that he feared Werner would burn her at the stake (which may explain his inventory full of Ice Soulstones). According to his biography, the girl has begun to sneak out at night without his knowledge and has been overheard muttering odd words, leading others to wonder what has become of her.
- Inside his house, the girl's dialogue is, "I won't tell. I won't tell bad children my secret password." Her biography reveals that the password is "secret weapon," paired with the information more Plentiful Provisions, which unlocks the Dragon Saber at the city's shop—suggesting that she has been consorting with arms dealers and possibly got involved with the rebellion.
- A Merchant can be found hiding between two buildings, self-proclaimedly "biding [his] time." According to his biography, he is a traveling merchant with a nose for civil unrest, who peddles his wares to both sides of any given conflict. Fittingly, his inventory contains an array of powerful weapons, and when Parting Ways he says, "Don't tell anyone I'm here."
