Latent Powers are a game mechanic introduced in Octopath Traveler II.
Each traveler has a unique latent power. During battle, the latent power gauge fills when taking damage or breaking foes. Once full, the traveler can unleash a powerful effect. Some provide access to special skills entirely, while others grant specific effects to normally available actions or just a general effect. When activating a Latent Power, only relevant actions are available to select.

Partitio Yellowil | Hoot and Holler | Instantly replenish BP. | Used with any action. Only sets his BP to max before accounting for BP spent to boost the selected action. |
Agnea Bristarni | All Together Now | Extend the reach of single-target skills to all. | Used with any skill that normally affects a single target, be it ally or enemy, but not self-targeted skills. Does not extend to Dance Session buffs. |
Temenos Mistral | Judgment | Lower your foe's Shield Points with any attack. | Used with any damaging skill or normal attack. Each hit from the attack used benefits. |
