"Mrao... Mrao..." —After hatching

Acta is a character in Octopath Traveler II. This newly-hatched sea dragon is the offspring of the late Cateracta. Ochette discovers its egg in the Cavern of the Sea God, hatches it, and brings the baby along on her quest.

Ochette eventually brings Acta back to Toto'haha in preparation to ward off the Night of the Scarlet Moon, where Acta uses its power to grant buffs to Ochette and her companions when they engage the Darkling of the Sorrowful Moon in battle.

Despite being a sea dragon, Acta meows and purrs like a cat.
At the beginning of the battle against the Darkling of the Sorrowful Moon and after her story is complete, Ochette can provoke Acta at max boost to summon Acta as a full sea serpent (identical to Cateracta) which uses the Ocean's Blessing skill to buff the whole party.
Although Acta's gender is not officially stated, the hatchling's voice suggests that she is female.
Acta is the only non-human/non-beastling character to appear in the New Delsta Theater during the Epilogue.
